The tier trap: why the cost is not proportional

Here is the part that does not appear on a rate sheet. The blocks apply to your total metered use, not to irrigation separately. Indoor use — showers, laundry, dishes — already occupies the bottom of the first, cheapest block. Irrigation stacks on top of it, which means the lawn is billed at whatever block the household has already climbed into.

Ten times the lawn area, about fifteen times the irrigation cost. That gap is the tier structure doing its job — the blocks above the first exist, in Utilities’ own description, to discourage waste.

What this means in practice

Reducing turf area saves more than proportionally. Taking 2,500 sq ft out of a 7,500 sq ft lawn does not remove a third of the cost — it removes the most expensive third, because those cubic feet were being billed in the top block. This is the strongest financial argument for converting decorative turf, and it is a stronger argument the larger the lawn.

A leak is billed at your marginal rate, not the base rate. Any water lost to a broken head or a cracked lateral lands on top of everything else you have used, so it is charged at the highest block you reach. This is worth pairing with the rule: Colorado Springs Utilities requires leaking sprinkler systems to be repaired within 10 days. The rule and the bill point the same direction.

Overwatering is expensive at the margin. The last inch applied in a month costs nearly double the first, once a household is into the top block. Efficiency changes are worth more here than the average rate suggests.
